- Taking into account the resolution of the Congress of the Municipalities from Szeklerland which, on the 9th of august 2009 stated that "Szeklerland can not be divided or assimilated, it may only exist within it’s historically developed regional boundaries, as an autonomous administrative unit and a distinct NUTS region. The principle adopted in the European Union - which states that the regions should be recognized, not delimitated - should be considered applicable for Romania also.";

- Considering that article 3 of Law 2/1968 states, that in the process of the delimitation of the counties, ethnic relations, and among other things the inhabitants' relations based on culture and tradition must be taken into account, while the government of Romania is currently preparing to deprive the Szeklers of a right that they earned, and is recognized by a law that is still in force;

- Considering the fact that the referenced disposition of Law 2/1968, and generally, the Romanian minority protection between 1945 and 1989 were results of international commitments that Romania has undertaken, starting with the peace treaty signed with Romania in Paris, on the 10th of February 1947, and continuing with the obligations undertaken as member state of the United Nations, and later on by signing the Helsinki Final Act on the first of august, 1975, as participant of the Conference on Security and Cooperation in Europe;

- Having regard to the fact, that with the administrative reform, by trying to force Szeklerland to be part of the central administrative region, Romania violates not only the above mentioned documents, but also the will of the Szekler population, which locally forms a 75% majority, as well as its international obligations undertaken when ratifying the Framework Convention for the Protection of National Minorities, the European Charter for Regional or Minority Languages ​​and the European Charter of Local Self-Government;

- And taking into account how article 15, paragraph 9 of the Treaty on Mutual Understanding, Cooperation and Good Neighborhood signed between Hungary and Romania clearly states, that: “The Parts … shall refrain from practices and policies that aim assimilating against their will people belonging to minorities, and will protect them from all actions that aim for such assimilation. Furthermore, they shall refrain from measures which, by altering the proportions of the population of regions inhabited by minorities, aim to limit the latter's rights and freedoms that stem from the international standards listed in the first paragraph of this article.”;

The Szekler National Council

decides

1) To call upon the government of Romania, not to force the Szeklers into a confrontation that could have unpredictable consequences, and to cease taking further actions that are contrary to the processes protecting the peace and security in Europe that have developed over the past seventy years, such as the Helsinki process;

2) To ask the government of Hungary to call upon the government of Romania to respect the interstate treaty between the two countries, and to fully enforce the above referenced dispositions of that treaty;

3) To authorize the Standing Committee of the Szekler National Council to conduct wide-range public consultations for organizing protests in Szeklerland and around the world, if the Romanian government refuses to abstain from measures that violate Szeklerland's territorial integrity and starts implementing them;

4) To authorize the Standing Committee of the Szekler National Council, to announce – if the situation requires it - the convocation of the Szekler National Assembly, so that they could decide on appropriate measures against depriving government action;

5) To call upon the Hungarian voters in Transylvania, to prevent by all means possible the constitution's modification, if the administrative project violating Szeklerland's integrity isn't changed, regardless of what other apparent concessions it may consist for the Hungarian population.
